BACKGROUND AND CONTEXT

The negotiations have been continuing between Turkey and the European Union on the subject of “Right of Establishment (ROE) and Freedom to Provide Services (FPS).” Thus, the project aimed to generate a comprehensive action plan that identifies all necessary legislative and administrative measures in order to comply with the related topics acquis, which was to be presented to the Chief Negotiator of Turkey. The project incorporated staff of the MEU along with a wide range of stakeholders, including Prime Ministry, Ministry of Interior, Ministry of Economy, Ministry of National Education, Ministry of Labour and Social Security, Vocational Qualifications Authority, Ministry of Health, etc.

CONCRETE RESULTS AND OUTPUTS

• An action plan, including the relevant draft law, for complying with all legal and administrative provisions of the Services Directive was prepared. • An action plan, including the relevant draft law, for setting up a properly functioning system that recognizes professional qualifications was developed. • Both action plans were developed within the scope of this Project and were strengthened with supporting documents.
