BACKGROUND AND CONTEXT

In Turkey, in common with all other countries, both employers and employees need to be aware of, and be able to use, the latest ICT tools in the workplace to improve the efficiency and competitiveness of their businesses and take best advantage of personal development opportunities. This project, known as the Bilgeiş project, where the Beneficiary was METU, was jointly funded by the EU and Turkey, and was aimed at ensuring that owners, management and staff in Turkish small and medium-sized businesses (SMEs) can access the training they need to develop and maintain their ICT skills.

CONCRETE RESULTS AND OUTPUTS

Based on this research and feedback we created a free-to-use Massive Open Online Course (MOOC) portal in conjunction with the Middle East Technical University (METU) to help employees and employers in Turkey adapt to changing socio-economic dynamics using ICT. • We populated the portal with 100 online courses to support the development of SMEs, covering subjects such as: web design, programming, mobile programming languages, office applications, cloud technologies, digital marketing, photography, communication skills and personal development. • We delivered four workshops around 200 people. • To increase the visibility of the portal, we took a TV spot that attracted an audience of over two million people and around 1,000 people took part in TeknoRun, a 7.2km race to raise awareness of the project. A hackathon was also organised to encourage R&D activities in different sectors.
